Automatically react to critical values with alarms

The Alarming module is an optional feature of the IoTHub. It allows observing properties of things for critical values and react with user defined responses. Once an alarm has been raised (activated) users can acknowledge the problem to show that they have fixed the issue (if there is one) or are at least working on it.
